If you have seen Icarus on netflix the fact the IOC did not ban them for the 2016 Summer Olympics is BS. Glad they grew some balls and decided to take some action against these corrupt russian bastards

A lot of these athletes compete in individual competitions.

I think the special dispensation is to protect the winners, not the Russian athletes. The powers that be have said that they want all clean athletes to participate so that the winner will not be cheated as having not faced the best.

Your example actually reinforces the point rather than refutes it. It is desirable to have the best compete.
