At least the 4th play the Raiders have hiked it after the play clock hits 00.

They probably could have called that last play for illegal motion. 2 receivers moved, one on bottom of the screen never got set due to the rushed snap.

It was either delay of game or illegal motion. The extra time evaded a penalty.
