If a running back does that they will call it intentional grounding. Those rules about being outside the pocket and getting the ball back to the line of scrimmage only apply to the quarterback. I have seen halfback passes that get blown up and the halfback just throws the ball out of bounds passed the line of scrimmage get called for it.
