He exaggerated the contact for sure, but you're also not allowed to put your arm on a player the way Butler did. It was unneeded, and unfortunately also the correct call.

The referee wouldn't have called it if he didn't go backcourt.
Because Harden went backcourt, the ref was forced to call the foul even though the contact was minimal and Harden didn't have to fall backwards.
