True. Florida got a new owner about 10 years ago, and have steadily improved since then.
Ownership matters in sports. To my knowledge, the Canadian teams are all owned by conglomerates/corporations as opposed to a single/central point of contact. This has more to do with success than most anything.
Tampa Bay, Florida, and Vegas all have excellent owners. The Maple Leafs, at one point, were largely owned by the Ontario Teachers Pension, if I'm not mistaken.

This can’t be argued in hockey. The best players are “only” making $12 million a year. Your roster is built on $2-5 million players, and the no state tax thing at that level of income is meaningful.
When you’re making $60 million a year plus your Nike contract you give a lot less shits about taxes

You are also discounting that players on Tampa Bay and Florida teams (as well as Dallas, Vegas, Seattle and Nashville) pay state or provincial income taxes when they travel to, from, practice or play in a jurisdiction that imposes an income tax. Canadian players pay less or no income taxes when playing in the US. Many players also claim residence in the US to avoid Canadian income taxes - including the highest paid player in the league Auston Matthews who has played 9 seasons for Toronto.

While Florida/Tampa Bay have dominated the last 5 or 6 years it was teams in states w/ income tax that dominated the previous 20 years. Why did it take Florida teams 29 and 30 years to win a Stanley Cup if they had such an advantage signing players?
