Third tier with Phil right now and a good chance to move to second tier
Post-WWII:
Top Tier:
Tiger, Jack
Second Tier:
Palmer, Hogan, Player, Watson, Snead
Third Tier:
Phil, Rory, Trevino
Could probably throw Faldo, Seve and maybe Norman in that third tier, but I think Rory and Phil are a clear step above them.

Tiger, Jack, Hogan, Watson, Jones, Snead are ahead of him. Not a Rory fan at all, but he is solidly in the 6-10 range.

Phil not only lacks a US open, he never was #1 in the world. I don’t see him on Rory’s tier

45 tour wins to 30 and had to play peak Tiger the vast majority of his career
11 second place finishes in majors is nothing to sneeze at either.
I think Rory is ahead, but I think they are in the same tier.

I am not an avid golf fan and realize different courses play differently etc. but why would someone having 8 majors but no Masters wins be less ranked all time than someone who has 4 majors but 1 of each? I know my example is a bit extreme as it's 2X the total majors but at some point majors matter overall more I would think and that is the point of being extreme
This question applies to tennis as well and you can skew it with argument from either side depending on your subjective viewpoint.
John McEnroe is a Top 10 player of all-time and Pete Sampras is Too 5 , both never won the French Open and Sampras never even reached the Final despite 13 attempts.
So people can spin that as a negative (bad on a specific surface) or dismiss it (French Open is a novelty).

I'd put him ahead of Palmer, to me the slam trumps quantity, especially since it's just one off.

believe in terms of majors, he is sitting somewhere around 12th or 13th all time?
Tied for 10th.

But has he broken into the bottom half of the top 10 now? What would he need to do to get there?
Depends on how much weight you put on the career grand slam. Right now he's sitting on almost the exact same career as Lee Trevino. 30 tour wins and 6 majors (Trevino had 29 tour wins). I'd say he's sitting right at #10 while holding the #1 spot of best European ever on the tour.
I'm sure there would be a lot of debate, but I think this is how I'd put the list now of best all time:
1. Nicklaus - 73 wins - 18 majors
2. Woods - 82 wins - 15 majors
3. Hogan - 64 wins - 9 majors
4. Hagan - 44 wins - 11 majors
5. Snead - 82 wins - 7 majors
6. Palmer - 63 wins - 7 majors
7. Watson - 39 wins - 8 majors
8. Mickelson - 45 wins - 6 majors
9. Nelson - 52 wins - 5 majors
10. Mcilroy - 30 wins - 6 majors
11. Player - 24 wins - 9 majors
12. Trevino - 29 wins - 6 majors
After these 12 there's a pretty significant drop of major wins or overall tour wins.

Phil won a major at 50 yrs old, though. That counts for something. I'd give the little squid an edge over Phil but they're certainly on the same tier.

Lots of folks like to poo poo it but Rory has 21 wins on the DP World (nee European) Tour as well. More professional wins than FIGJAM. I’d argue he is the greatest European player ever.

Move Player up to #8 simply due to majors but otherwise I think your list is a good one.

I don't think there's much of an argument anymore he isn't the best Euro golfer ever.

Some of those are counted within his PGA Tour wins already: All 6 majors and all 3 of his WGC wins are also counted within his 30 PGA Tour wins.

He won 7 majors and 90 something tournaments. A career slam is nice. It ain't everything.

Adding that 2nd Green Jacket puts him in the Top 10 for me with the Players wins thrown in. My take is the Masters is the most prestigious since it is like joining a fraternity for life with a win, where the others are at the end of the day just golf tournaments. Sure a US Open win is nice but the Masters is on a pedestal for most golf fans and it carries significant more weight.

Not only is he top 10, he's not close to being finished. He went pro at 18 in 2007. I feel like he should be in his mid 40's because I've been watching him for so long. He's only 36. He could easily go another 10 years at this level. Look at Rosie yesterday.

But seriously, Bobby Jones may not be the best example as he has 0 PGA wins from 1923-1930,
Bobby Jones never turned pro, and as an amateur he was not able to play in the PGA championship which was only for professionals. He retired at age 28 having never turned pro.
Jones won six US and British Amateurs in addition to his 7 majors (US and British Opens) so his actual major total is arguably higher since back then, those two tournaments were very prestigious.

One glaring omission (Bobby Jones) and Gary Player at 11 is WAY too low. The rest of the list is pretty reasonable. I have:
1. Jack -
2. Tiger -
3. Hogan
4. Jones - won every big tournament he was eligible for numerous times.
5. Player - career grand slam
6. Hagen
7. Snead
8. Watson -
9. Palmer -
10. Mickelson - blew his career grand slam with stupid US Open decisions
11. Rory - barely behind Phil, but one more major moves him to 7 or 8 IMO
12. Sarazen - career grand slam
13. Nelson
14. Trevino
15. Faldo

I'd probably put Rory 7th - I'd put Player 5 and Watson 6 and I'd have Rory ahead of Nelson, Phil, and Palmer. I think Palmers British Open's were against very weak fields - at that time few Americans would play, Palmer winning in fact popularized it and thereafter many more Americans started to go over and play it thereafter.
I personally give MUCH more weight to Majors than regular tour wins - it's almost all about the Majors for me. For that reason I'd have Trevino higher as well. I think had he not been struck by lightening he'd likely have won 3 or 4 more majors.
