In college? He's a lot like Elway. Elway scrambled a ton back in those days, though he had a better arm than Manziel. Of course, he had a better arm than just about everyone.

The correct answer is Steve Young. Can't believe no one has said this yet. Young developed into a good pocket passer but when he was in college and his early pro days he was a run first guy who looked like a roach with the lights on
