I think it's honest and very reasonable to see that there is no competitive advantage on a 130 yard shot vs. 130 yard and 2 feet shot.

130 yard and 135 yard - sure.

But if they say something maybe he realizes he interrupted the rules wrong and fixes his mistake. Instead he went on thinking what he did was correct.

He's the one that said it was advantage by saying he backed up to not hit the flag stick again.

he thought it was a legal advantage, when it was found out it wasn't, he was penalized in line with the rules that are in place

Except as Faldo said - you back up to avoid the divot.

When you have to drop it as "near as possible" - he says - "I've had the ball roll back into the original divot." So if you are purposefully dropping further behind, you are purposefully trying to avoid a bad lie.
