Ignorance is no excuse. He should have asked a rules official if he didn't know. He didn't. The new tv rule is for infractions such as hitting a leaf in the back swing.
Not for when a player intentionally takes a drop to gain an advantage that he did. He signed an incorrect scorecard. Period.

I think he talked about it thinking what he did was fine and not wrong. My issue is that apparently Augusta National knew about this and never told him about it. They should have consulted with Tiger right away.
