Because they lied. They didn't rule because a fan called in and reported it. They assessed the penalty because of his interview. They said so in their official statement.

Unfortunately in regards to the ruling made by the committee you're correct.
I disagree with them and how it's written. He fricked up and he has responsibilities just like every other golfer to govern themselves.

I'm confused why tiger would dq himself. What is the penalty for signing an incorrect scorecard? That's not really up to him.

No they reviewed the tape because of what he said in post round interview. That's in AN official statement of the incident.

Read the statement. They said the TV viewer was wrong and didn't call the penalty on him. Then Tiger admitted to the violation in an interview. So they talked to him this morning and obviously he admitted it to them AGAIN. Then they used the rule to justify not DQing him. They pretty much said he was wrong, but they aren't going to kick him out because he's Tiger fricking Woods.

Some if you are acting like he cheated. He was assessed a 2 shot penalty for breaking a rule.
