So what you're saying is, if someone happened to own a kayak and paddled out with a huge floating raft behind it that happened to be visible from the road and had #FreeDevinWhite on it, that would be fine? It's not a structure. Think of it as a PFD

I have 5 or 6 plastic pink flamingos. I'm sure they'd disappear very quickly from the lake area if I set them out there.
