I don't think he put any thought into it, he was just trying to fill time. It's a lazy announcer habit, just like some say "national football league" instead of NFL. They're just trying to fill air time while they think of something interesting to say.

I actually like how he said Louisiana State University. It made us sound distinguished. He did it affectionately I think. It wasn't like he was trying to mock us or stick it to us or something.
