Are teams allowed to call a player and say "we'll give you $XXXX if you get in the portal?

There are tampering rules I'm sure, but likely ignored mostly...

No one cares anymore. The NCAA has been beaten up so bad in court they don't even try to enforce out of fear they will get sued again.

Last year you had guys commit same day they entered the portal. I think it’s happening still but telling players to not commit for a few days to not be investigated.

Coaches identify targets, coaches then hit up agents and say if we give this guy x amount of money to enter portal, agent discusses with family/athlete.

Players can reach out to schools while on another team
Schools can reach out to intermediaries

There may be tampering rules, but if there are, I haven't seen any. One thing I can plainly tell is that there are no punishments for tampering.

The way it is done:
Assistant coach or even head coach calls the agent for player, says he can probably get X amount of money paid to player if that player decides to get in the portal. Agent calls player: you should explore the portal, I think I can get you X amount.

No. The schools are certainly not allowed to do this but I am sure that it goes on through intermediaries. That is how damn strong offers need to be made Through intermediaries. At least until they get in the portal.

Maybe we can let Will Wade call them on our behalf and write the checks out of his personal account. He is good at that I hear plus he is no longer associated with LSU

From what I no it all has to do with agents.
The agents have a list of clients that are possibly interested in going to the portal or are in portal.
Coaches contact said agent and agent floats players by the price range with name stats and highlights.
