How to remove vacuum breaker on outdoor faucet when set screw is cut off?

Its leaking pretty bad out of the sides so I assume the O-Ring is toast. Its not budging and I imagine if I really put some elbow grease into turning it, the threads will be screwed. How do I get this off without replacing the entire assembly?

I’d carefully use an oscillating tool or sawzall to cut it off. Be patient. If that doesn’t work, turn off your water and get a brand new hose bibb.

It looks to me like you could stand to replace the whole bib. But if you don't want to or can't then you could either drill out the set screw or use something like this https://www.lowes.com/pd/SpeedOut-Metal-Double-ended-Set-Screw-Extractor/5015408645

Sidegrinder.
Wear glasses.
ETA: How far away is the next bib?

You have easy enough access to the set screw that it would be easy to drill out.
I used a dremel on mine to saw through it as the set screw was on the backside and not easily accessed. Just make sure you don't damage the threads on the hose bib.

It's just a hose bib and by the looks of it, it's older than dirt. I'd just replace the entire thing and be done with it. Buy a newer 1/4 turn one while at it.
They are under $15 for a new brass one. Is it really worth fricking around with the old one at that price?

I removed one with a pair of chanel lock pliers.

I’d recommend replacing it with this. It doesn’t get you wet Woodford backflow

Going to give it a go with the screw extractor but I also ordered a new bib in the event I frick it up

I think you got enough bite on that screw to loosen it up... Hit it with a bunch of WD 40 and get you a small set of pincer pliers to grip the remainder of the screw, turn to loosen it up

If this was me, I'd certainly try this for about an hour, get extremely frustrated, take it out on the people around me, then go buy a new hose bib and hate myself for not doing that first.
Or 1% of the time it would work.

Just replace hose bib. Easy with your setup.
