Pennsylvania State Police sending out letter to cease beer trading into their state

Stolen from a Facebook beer trading group but this guy got a letter stating to call to discuss the fact he was mailing beer into the state.
"Taken from a national group. All PA residents be careful out there. This is occurring to Other traders sending to our fair state of Pennsylvania. Luckily they have rid our streets of violent crime, and now have moved on to the more serious crime of beer trading. The state police have infiltrated beer groups and appear to be harassing members who are trading within or to members in PA."

So is it illegal to give your friend a beer in Pennsylvania?
I'm not sure how giving a gift plays into interstate commerce here.
If the guy was selling or shitlording, then yeah, frick him on general principle. Otherwise stay out of private affairs.

Even if there is payment, who is it hurting? The amount of dollars changing hands is literally inconsequential.
