Unless this kid is the only one in your house how do you know it was him and not one of your own? Unless it was family I'd never let someone else's offspring move into my home without some rent paid and a solid understanding of some ground rules. Just as a matter of principle you should start putting together a list of chores for this freeloader to help pay his room and board.

You don't have to make it a huge deal for the first time in addressing it.
Just razz the guy and give him a hard time in a humorous way.
"Heading to the store because you keep eating everything!
"Oh and hey (name), do us a solid and ask to eat leftovers from restaurants, I might have something in mind for it hahah"
"Need anything from the store?"
If it continues, just sit him down with a beer and lay down some rules.

I'm just somewhat shocked that he could somehow find this acceptable!
Maybe he doesn't have a lot of money for food? I would hate to think of anyone being hungry in my house and would be very uncomfortable discussing this with him. I don't envy your position.

I ate my kids leftovers last week while he was at school. Fridge is fair game.... that said, it is polite to ask about restaurant leftovers considering you requested them to be boxed to go.... and it is unlikely you did that with someone else in mind, without telling them such.
Regardless, you definitely need to stop by Ruth’s Chris and get a couple sides, maybe some scalloped potatoes - eat half - and mix in 2 ExLax tablets before u stick in the fridge.

Did you say "mi casa es su casa"?

It’s downright communist to think he can do so!
It amazes me that this kid, or many kids parents fail to teach proper respect for adults at a basic level, especially if they are kind enough to help you out. Where are this kids parents?

You paid for those leftovers.
I would probably not even have the nerve to ask to eat restaurant leftovers in someone else's home. I might ask about dinner leftovers from the night before, but even then, I'd ask first.

I would think leftovers were fair game, always were in my house growing up..... unless it was moms cheesecake... then that was a beat arse

Kid would be learning what it's like to be homeless in my home. I don't take kindly to people eating my food. I don't care if it is in the fridge or not, you better ask and make sure it isn't mine because that's my f**kin fridge as well.
You said he has done this repeatedly, you already set precedent. You are weak, he does not respect you, it is his food now.

Might as well just kill him now.

Obviously he is unaware of rule #17 that says. "Do it my way or get out of my house." Numbers 1-16 say he can't just do whatever he wants and must be a decent person.
Sit him down and explain life to him. You gave him a room. You did not take him to raise. Hopefully He won't win the lottery a day or two after you yell and scream at him.

What does your wife think about this?

Sit down with him and tell him not to do that.

So, my son (who goes to college out of state) has a best friend who is living with us this semester since his dorm arrangement fell through. Kid is eating us out of house and home, but one thing really annoys me. He eats my restaurant leftovers. Last night, wife and I went to a fancy steakhouse and came home with leftovers, including some delicious sides. This morning, all the sides are gone. Consumed over night. He has done this repeatedly.
My rule is: If its home cooked for the family, leftovers are first come, first serve. But, restaurant leftovers are the property of the person who ordered the dish. Am I the only one that sees it this way?
What kind of wuss are you to have to come here and ask that?
Be the man of the house and lay down the law.

I can’t even have my wife’s restaurant leftovers. She goes batshit

Maybe the eating is obsessive and is triggered by a personal insecurity? Maybe ask him what’s goin on in his life?
