Victorinox. Sure, there are better knives out there, but Victorinox knives are the best bang for your buck if a budget is your main concern.

Get a 6-inch curved boning knife and a chef knife at a restaurant supply store and a knife sharpener. In a couple years, buy another.

Nobody needs this ever

You need a chef's knife, a paring knife, but that is really about it. Depending on your needs, you could use a bread knife.

Invest more in quality knives than in a whole set where you will hardly use any of the knives

You don’t need a set.... buy a couple of good knives. I have a gyuto, deba and a work horse Chef knife for splitting breast etc.

Correct, really just need a Chefs knife, 5-6 steak knives and a paring knife however I need a block to keep them in, I don't want them in draws where kids can get them or they get dull.

What's break the bank? Wusthof makes good knives for a fairly reasonable price. Here's a set of Wusthof Classics for $350.00. It has the basic knives you'll use the most, plus a honing steal and utility scissors, along with a block with additional knife slots if you want to add more knives in the future. LINK

ETA: *steel, not steal.

I'm a big fan of my Global set, they aren't super expensive at all.

18 piece set for under $900 and the steak knives aren't serated.

PS- the reason steak knives are serrated is so the edge between the peaks stays sharp while the tips of the peaks get dulled slicing on the plate which is harder than the metal of the blade

Don’t get a block. Don’t you watch murder shows on ID? Someone is always grabbing a knife out of a block and chaos and murder ensues!

J/K. Mostly. But I do put all sharp knives away before I go to bed.

This. I have three cooking knives and a bread knife, plus our steak knives. Of those four big knives, I need two. A chef and a paring. The other two found their way to our kitchen and I like them, so I'm keeping them.

Do not go out and spend a mint on a whole set. My neighbor is a restaurant chef and she would get a good laugh at that.
