Going to cook some steaks and have a bag of shrimp
What would be a good way to make it a steak topping?

Make a shrimp remoulade on the side.

This would be my suggestion also.
If you want a sauce, you could saute the shrimp and make a bearnaise sauce. Put the shrimp on top of the steak and drizzle with the bearnaise.
Garlic butter sauce is another option.
A board sauce with garlic, parsley and other herbs of your choice.
I've made the butter poached lobster recipe in the link below several times and I've also done it with nice peeled shrimp. I used a lot of parsley and fresh tarragon. Not in the recipe, but I usually flame some brandy and add it to the butter mixture. Delicious! I would serve that on the side rather than atop the steak.

in acadiana, one of the most popular steaks around is the "cajun ribeye". this is simply a grilled ribeye on top of a big piece of garlic bread and topped with ettoufee. it's about the best thing you'll ever eat.
so......make a shrimp ettoufee (no rice) and top your steak with it after you put the steak on top of a piece of garlic bread.

To each his own, I suppose, but that sounds perfectly horrid to me.
I'd make a good horseradishey shrimp cocktail as an appetizer. But I'm not a big fan of any seafood type topping on a steak.

Same here. I've tasted other people's dishes with a steak smothered in etouffee and I don't get it. Steak buried in etouffee doesn't appeal to me at all.
I'm also not a fan of seafood toppings on steak. If there is seafood to be served, then I'd prefer it to be on the side, but many folks prefer it atop the meat.

Totally agree about not liking the gloppy seafood or etouffee toppings for steak.

Was thinking the same this week for a birthday. Probably going to try to make shrimp with a mornay sauce. That or classic steak au poivre with shrimp scampi on the side.

Ruth's Chris used to have a simple shrimp topper. It was a pinwheel made of three shrimp tails. They seasoned with blackening seasoning. In a broiling pan they covered the shrimp with a generous amount of butter, added a shallow amount of lemon juice and water to the pan then under the broiler. Turn when the shrimp begin to get opaque. Simple. Not overpowering.

Yeah I could see a simple shrimp scampi (shrimp marinated in garlic and butter and herbs) be a good steak topper.
I admit I'd take of off though. Only topper I like on a steak of blue cheese
Now... a shrimp remo appetizer using Ruth's Chris remo recipe

Garlice
Salt
Pepper

Steak Oscar has a topping of crab meat and bearnaise sauce and it's awesome. I'm sure you could substitute shrimp for the crab meat. I'd probably chop up the shrimp.
