I have never done this but bought a different brand of jasmine rice recently and it explicitly states to rinse 3 times.
Aint nobody got time for that.

my buddy I went to high school with, who married an Asian, says that they wash rice.
I've done it, and it makes a difference. No doubt.

I have always washed rice until the water runs clear if cooking just plain rice. It removes the starch an keeps if from getting gummy. I also cook rice in a large pot of salted boiling water - starting with rice in cool water and cook like pasta. Add butter too.
My mother did it as did her mother and they both cooked great rice so I do it their way. I can't ever get that "one finger digit of water above the rice" method to work for me.

The way I do it is to wash it in a fine metal strainer with hot water (i use the hose on my kitchen sink) until it runs tgrough clear, then put it in the rice cooker. You'll notice a difference. Still sticks, but in a "clean" way if that makes sense. The grains still stick together without being gummy. I rarely do more than 2 cups of rice at a time though.
Just rinsing it in a strainer like that doesn't take but maybe 30 seconds. I don't do it in a bowl like most Asians do. Ain't nobody got time for that.
I use a 50/50 blend of plain long grain white rice, and long grain jasmine rice. I mix 2lbs of each together and keep that 4 lbs. in a cannister on my counter. You still get the same aromatic flavor, but it doesn't clash with things like gumbo.

Unless a recipe explicitly says to rinse rice, I don't fool with it. It's too much of a pain in the butt and I currently don't have a fine strainer.
I read an online article a while back that ripped on Americans for soaking beans overnight, but not rinsing rice...that in Latin America, no one soaks beans overnight, they just cook them. And no one in Asia would cook rice without rinsing it.
