With both my kids, I think we just gave up on sit down restaurants for the 2-3.5 year old range. I wouldn't allow them to act an arse, so dinner usually ended with us leaving before food was delivered or eaten. It just wasn't worth the hassle. Pick up the food from your favorite restaurant and let MIL play with him/her at home.
Not all kids. My two nephews, 15 months and nearly 4 eat out with their parents and other family about 3 times a week and have since they were very little. They must stay in their seats/kiddie chairs and not be loud. So far, they do. Sometimes, they have an iphone or ipad and lots of time they don't. I think my niece had to take the older one out of a restaurant one time when he was very little and she realized he wasn't feeling well which was the problem, so they left. This is not at just family oriented or loud restaurants. The parents enjoy eating out and always have. They didn't change that when they had children. They just adapted the children and whatever they're doing works. She's a first grade teacher with a Masters, though, and she puts up with little to nothing.

This is completely wrong. If you'd like to widen this statement to research about screen time in general then it's still wrong, all of that research is very inconclusive.

I have 2 year old twins and we rarely take them to nice sit down places. It is an age, where kids have full motion and are adventerous. They want to explore. Nothing wrong with it.
Most of the time they sit but some days they like to explore.
I would recommend Baby sitter if you are going to have a nice dinner so that you guys can enjoy the dinner.
Your MIL can take them to park, play with them.
Even Baby sit for you so you and your wife can get a break

Good advice to all. I didn't think I would get so many responses. I agree that I'm no perfect parent and encourage my son to run around as much as he can. He gets bored after watching tv in five minutes and never plays on any iPads or phones. We go outside as much as we can. That attitude isn't conductive to being disciplined at a restaurant though.
I do agree some kids are trained better and can sit calmly, as someone's nephew here is. Mine just isn't one of them and I feel guilty for forcing him to sit calmly when he just wants to explore and play. Plus with the 2 month old we haven't been eating out much to get him used to eating out.
I really think we just need to go somewhere normal as you guys mentioned. Phils oyster bar or Mexican would work great. We brought him to eat Mexican a while back and he loved it. I really think he could eat chips and salsa for two hours straight. Eating always keeps him occupied. It's the waiting 30-45 minutes to get food that concerned me. Plus if a band is playing he would be on top of the world.

All kids are different. The nephews run around all day and are very active, so a little sitting works with them. It doesn't work for everyone.
Sounds like a good Mexican restaurant may be an answer for you.

My take is a little different. I'd like my children to be able to have and hold a conversation, to learn to focus on the people around them, and to have good table manners. Playing video games absolutely prevents them from doing the first two, and significantly hinders their ability to do the third. If we are out to eat as a family, especially when it involves extended family, we want our kids to be social.

this is what I am talking about. If your children act terribly at a restaurant, there is a certain level of "well, he/she is two, so what can you do?" but most of this is setting expectations as a parent. Our kids (9, 7 and 2) go out to eat a lot. And they know that if they act like little shits they'll be in trouble. Period.

Taken our 2 year old to Eliza on Jefferson a few times and he's usually pretty hyper.
He has been good as there -it isn't too loud and he sits between us in a high chair.
Food is great too.
