Takes the starch off and keeps it from getting sticky. If you like sticky rice, which a lot of people do, don’t do it.

I use basmati rice. Don’t have rinse and comes out as separate pieces. It’s a thinner, longer grain than say mahatma.

Rice in pot. Fill with water. Swirl water around. Pour water out to the point that the rice wants to pour out as well. Refill with water. Repeat until water is no longer completely opaque, but still a little cloudy. Usually about two washes, sometimes three.

In short, I'm looking to clean the crap off of the rice but not get rid of every ounce of starch, etc.

Perhaps I can help, being from smack dab in the middle of the "Rice BELT" we used to rinse the rice numerous times because rice was not always as clean and well husked as it is today. Rinsing originally had nothing to do with trying to remove starch. It was all about removing the shells (which float), other debris, rat droppings, etc. Removing the outer layers of starch was a side benefit. I still rinse my rice three times before cooking. Admittedly, still an old habit I reckon. Today's millers do a really good job of removing the unwanted stuff and rinsing is most likely at the preference of the cooker/diner.

For me, it's simply because I prefer my rice to be sticky instead of individual grains. Personal preference. That's it.

EDIT: And, as our good Uncle noted, today's modern milling and packaging get rid of all the rat shite and debris that used to need to be washed out. Watching an air knife work on rice is impressive.

I rinse til clear or if I remember I'll soak it for an hour or so. Rinsing supposedly removes a lot of the arsenic that's on rice.
