Baton Rouge Laws vs. Growler Fills

So what is going on with growler fills? I saw it mentioned here a few weeks back, but didn't fully understand what was going on. I just saw something about it on facebook at a local brewery not being able to fill growlers. I thought BR just passed a resolution to allow growler fills (and take home wine bottles from restaurants) a couple months ago. I also saw something about companies that send you beer being told they can't send it to Louisiana anymore.
So can someone explain to me exactly what is going on? Is BR the problem or is it the state? Are other breweries having these problems? I'm trying to find the statute, and the person within government i can bring this issue up to, but i wouldn't even know what to argue.

Not the case. EBR Parish at the moment. Hopefully that's getting resolved shortly.
Many, many other issues that the ATC is going batshit crazy over right now, and none of it makes any sense.

I know CBD stopped filling growlers. They need to get this crap sorted out.

Red Zeppelin was filling growlers last Thursday. For whatever reason, I thought the drama right now was only dealing with crowlers.

It was definitely with both.
Regardless, I saw that CBD started filling them again, and they posted a picture of their growler permit from the local ABC, so that's a good thing. I guess the new mayor finally signed the resolution that the Metro Council passed back in December.
