So 5 months of data, when NO is coming off it’s lowest murder rate in 50 years (which is still way above the national average) is what you’re basing this on?

Has it gotten better? Sure, but it’s still awful

I think a better comparison would be Hollywood and Times Square before it was revitalized.

A lot more simiarites with the French Quarter than the places you cited. I don't know what their homicide rates are/were, but Hollywood is a high crime area and Times Square used to be a dangerous place.
