1. TOPS is funded by income tax money and is part of the LA slush "general" fund.
2. Rich people pay way more in taxes that others do, hence they are already paying their share towards education.

1,100 students per year on average??? In 2018-19 52,053 students received TOPS benefits.

If they are Louisiana residents and academically qualified, yes. Patrick Taylor began this idea to keep " the best and brightest" in state. In the beginning of forming this scholarship the goal had only to do with academics, nothing to do with ability to pay. There are tons of needs based scholarships out there.

Academic requirements should be adjusted higher…..it shouldn’t be means tested.

That's not what I'm saying at all. I'm fine with taxes going towards higher education, but only if the recipient demonstrates they're capable of critical thinking or writing and is working towards a career path in where there are actual opportunities available.

If the student isn't capable of that, then yeah, good luck welding at the trade schools.

It was never intended to be need-based. The slimy cocksuckers with their hands out want to change it because they see it as another pot of money they can get their grubby hands in.

I received TOPS + $800 stipend every semester. Never had a cent in student loans.

I also had an apartment rented out in Houston a week after graduation. I know of more people I graduated that are outside of La than in.

Correct. The whole rationale of it was to try and stem what they called the "brain drain" in the state. It was specifically NOT set up as a "needs based" deal. It was modeled on a similar program in Georgia. Of course, there it resulted in marked improvement in a lot of their schools.

Yea I was provided with everything I needed in public school to succeed. These ppl are full of shite. It’s on the kid to apply themselves and take advantage of resources.

Granted when I got to LSU it seemed like most kids from private school were more advanced and had better study habits… but nothings stopping someone from a low income house from graduating with an engineering degree in 4 years.

The problem is they got their teachers/counselors in one ear and their friends/family/culcha in the other one, and they always seem to pick the wrong one.

I worded that poorly/incorrectly. The original deal with Patrick Taylor was with underprivileged kids in New Orleans. It turned into TOPS, and TOPS was always going to be merit based.

Most people with a 20 on the ACT shouldn't be starting off at a 4 year university anyway. Any literate person with an 8th grade education should be able to hit 25+ on the English & reading sections with very little effort unless they are dyslexic. If you can't do that, chances are your reading and grammar skills are remedial and college will be very tough for you. If you do make a 25 on both the English and reading sections, you would have to average a 15 on the math & science sections to bring your score down to 20. Again, if you can't score above 15 on the math section maybe it's a good idea to go to community college for a couple of years until you have the math skills to pass pre-Algebra.

Tl;dr it's a joke that people with a 20 on the ACT get their college tuition covered. When I think of someone who makes a 20, I imagine a helmet-wearing waterhead who has questionable control over his excretory functions and need to be reminded to breathe on occasion.

Edit: the average ACT score nationally is 20.6. If you score a 20, you're in the bottom half of high school seniors. That's embarrassing.
