They should have either raised the standards significantly, or dismantled it entirely.
They should have left it private and allow it to serve the purpose it was design for, instead of basically conning a dead guy’s wife and taking over the project.

Why these people are even completing the FAFSA and disclosing that information is beyond me. Unless something has changed, it isn’t required in order to get TOPS. Nobody seems to know that, though.
Students must complete the Free Application for Federal Student Aid (FAFSA) unless
they can demonstrate that they do not qualify for federal grant aid (Pell Grant).
So you either fill out FAFSA and they find out your family's finances, or you prove that you don't qualify for a Pell grant by providing your family's finances.

The real tragedy is the number that actually graduate. If your parents make $1 million/yr and you attend LSU…then they’re probably disappointed. That’s 11,000 people just trying to kill time.

I see the Higher Ed Board doesn’t understand what TOPS is or was meant for.

TOPS is merit based. Parental income is irrelevant. Conversation over.

Make it tougher to get tops.
It shouldn’t matter the income that the parents make.
If the kid does well enough to get tops, then that’s great

There is a term for denying something someone earned because their family already has too much, socialism.
