TOPS should exist to benefit Louisiana. It should take into account the academic level of the student and whether there is an actual need for the profession within Louisiana.

Too many TOPS recipients spent 4 years of LA taxpayer money to learn nothing of relevance to the world only to end up bartending or waiting tables, and anyone could have predicted it.

It is a merit based program and NOT a need based program.


Don’t like that rich kids are qualifying for TOPS? You can disqualify them but it will instantly make TOPS radioactive for state legislators whose donors are now paying for a program their kids can’t use.

Agree. Universities should be trade schools. My taxes ain’t paying for you to learn critical thinking or writing skills. Weld, pipe fit, or GTFO!

The kids who don’t make the ACT requirement would be better off starting at community college. As someone else mentioned As/Bs at magnet schools, private and the good/great public schools are not the same as As/Bs at most Louisiana public schools.

According to this AP article, Louisiana will spend $43 billion this fiscal year.

I'm not a math major, but TOPS accounts for 0.7% of this year's budget. Even if they were to cut out the 40% of households making $100k+, that would save a whopping 0.3%. When talking about billions of dollars, 0.3% is a rounding error.

This is a dumb debate.

That is certainly true, but that does not exclude kids from getting quality test prep.

There is an excellent ACT test prep course available to all, and at no cost, at your local public library.
