TOPS should exist to benefit Louisiana. It should take into account the academic level of the student and whether there is an actual need for the profession within Louisiana.
Too many TOPS recipients spent 4 years of LA taxpayer money to learn nothing of relevance to the world only to end up bartending or waiting tables, and anyone could have predicted it.

Then how about making all the lower class minorities pay back their TOPS after they drop out of college?

So should Shaqs son not have received a scholarship?
He is prob worth more than almost all TOPS recipients.

It is a merit based program and NOT a need based program.
Don’t like that rich kids are qualifying for TOPS? You can disqualify them but it will instantly make TOPS radioactive for state legislators whose donors are now paying for a program their kids can’t use.

Of course TOPS is considered racist

Agree. Universities should be trade schools. My taxes ain’t paying for you to learn critical thinking or writing skills. Weld, pipe fit, or GTFO!

That is why the ACT was part of the deal in the first place. It shows whether you really did make legitimate As/Bs/Cs in high school and are likely to succeed in college so that the TOPS funds are not spent on someone who will not be able to get a degree.
The kids who don’t make the ACT requirement would be better off starting at community college. As someone else mentioned As/Bs at magnet schools, private and the good/great public schools are not the same as As/Bs at most Louisiana public schools.

TOPS received $321 million of funding last year
According to this AP article, Louisiana will spend $43 billion this fiscal year.
I'm not a math major, but TOPS accounts for 0.7% of this year's budget. Even if they were to cut out the 40% of households making $100k+, that would save a whopping 0.3%. When talking about billions of dollars, 0.3% is a rounding error.
This is a dumb debate.

Screw that. Give the money to Gayle Benson, Saints, and Pelicans!

go ahead and cap TOPS. Other states (Alabama) will gladly take in those kids and give them scholarships.

Do they expect millionaires to not have smart kids?

Louisiana Board of Regents members said it was “very troubling and disappointing” to find out that over the last 10 years, TOPS funding paid the college tuition for more than 11,000 Louisiana students whose parents had an income of $1 million or more
Only thing more troubling and disappointing is how long (10 years?) it took to find this out by those who oversee it?
What does that tell you about Louisiana State excellence?
Posted on 10/22/21 at 2:03 pm to ragincajun03
so, they want to shift to awarding TOPS for economic class and race instead of merit? This isn’t a slippery slope at all, nah.

Didn’t realize Louisiana had that many millionaires...
And is this an annual income?

You have to be functionally retarded not to be able to get a 20 on the ACT. I got a 24 in 7th grade.

Wealthier students can afford to pay for standardized test prep courses
That is certainly true, but that does not exclude kids from getting quality test prep.
There is an excellent ACT test prep course available to all, and at no cost, at your local public library.
