Again I doubt the majority of the trustees are big on liberal logic. I don't think that meant to allow coolers et al, they just didn't expect to be lawyered by students. I would imagine they cut off coolers and stroller with the quickness.
Now avoiding any 2A rights a 13yo might have since Idaho law prevents anyone under 18 from possessing a handgun there is really only one very high efficacy way to prevent guns in schools. Metal detectors/searches. This is high cost and despite the love for children has to be approach with some care. You have to balance the chance of a student being shot in some future school shooting vs the negative impact of turning the school into what many might perceive to be a prison.
Unfortunately, there is no right answer just varying opinions and impossible to predict outcomes of any action. For example, clear backpacks won't prevent little Johnny from just using dad's concealed carry holster. They might stop an impulse but they won't stop a determined kid planning and actual shooting and the determined kid is likely statistically the one you want to stop.

How about they think things through before they implement rules that make no sense? I bet there was zero brain storming or critiquing of any possible loophole in the rule before they unanimously and blindly agreed on it.

Is it? Should that be a requirement? Just playing devil's advocate you are looking at the age requirement you'd be removing a lot of "experience". I'll be 52 when my youngest of 3 graduates HS. I'd bet over 50% of school board members are retired.
As said, no backpacks is an absurd rules there have been many many schools with mesh or clear only bags since at least the 90s.

Now a days they have to do something.
FWIW a lot of the policies are backpacks are allowed into and out of school, just not in the middle of the day.
Which is a terrible policy because 20 years ago even we had kids starting 1-2 periods in and ending 1-2 periods early, so in that instance you'd have at least a handful of kids, including those going to appointments, walking around with a bag at any time.
I'm not sure the answer, but this certainly isn't it.

Whether it’s permanent or not does not detract from the idiocy of the action. And don’t even pretend for a second that 2020-2021 aren’t filled with idiotic temporary decisions that are still ongoing.

I’m not opposed to people without kids in the school being on the board, but I do think that it’s easier to spend money and make directives that don’t directly affect you.
In my previous K12 admin job, there was a 7 member board and only 2 of them had any kids in the school at that point.
In Texas, once you reach a certain age you can apply for an opt out of any future bond increases. Guess who had had that exemption? 4 of the 5 board members that passed $100mm+ bonds.
Overwhelmingly, the people that are approving a lot of the CRT (I am not using that term in a “anything I don’t agree with is marxist” poliboard sort of way, I’m using in the terms of “if we see any discrepancies in outcomes, than it probably comes from an inequitable way of doing education/discipline amongst races way”) don’t have kids in the system.
