Did they even attempt to draw up a list of allowable alternatives to back packs? Or did they expect all the kids to just hand carry all their books and notebooks to school everyday?

Like what? The obvious alternative is clear or mesh backpacks, but as I mentioned earlier it's tough to require that of kids on short notice.

Do the kids actually care? My kids had lockers but never used them after their first semester of middle school. In high school, nobody used them because the kids didn't have time to get to their next class if they went to their locker. This was 15 years ago now. Parents are now having a fit because the school got rid of the lockers. The kids don't care at all.

Wut, impossible to get rid of lockers without an alternative. It wouldn't be possible to carry around all of the books, at least not the books I had in HS and middle school. On the worst day you probably bring home half of your textbooks and that overfills a back pack. Carrying around all of your books, gym clothes/ shoes, and school supplies would not be possible.
