I'm not even sure he needs to. I had to run in to the store yesterday at peak hours and it was 99% masks even though the store was not yet requiring it.

You’re right. It’s not like there is any precedent for them requiring this.
Honestly the local school boards or Archdiocese for Catholic schools lose all cover for liability if the governor institutes a mask policy. That is just my non lawyer opinion FWIW.
