They don't always approve them. San Diego was the most recent example.
Also, sometimes these tax hikes get hidden in other state bills that voters don't have an opportunity to vote on.

I believe when the Packers first started renovations back in the mid-90s for Lambeau it only received 53% in favor of the tax hike.

Wait till Los Angelians find out how much "They" paid for Kroenkes stadium and complex down the road, a new Mayor who doesn't like Billionaires, will check the books and almost faint at the lost revenue,tax breaks,etc ala, were not paying for the stadium.

Maybe. But teams already left 2 of those cities (and moved to LA) in part because they didn’t get new sweetheart deals for a new stadium.
If they didn’t do it for the Chargers why would SD agree to do it for the Bills?
