While native speakers for both are rare, what sounds more "cool" to learn?

Both sound like a waste of time

Instead of cool, I’d consider practical.

Which one has hotter chicks you could one day try to pick up?

Finnish Welsh first, then Finnish.

Neither sounds cool and both sound like a colossal waste of time.
These are 2 countries where the vast majority of people speak English

Finnish is an actual language that people use. Welsh is just for hobbyists and Welshmen with a political axe to grind.

I don’t know. Which are you more likely to finish rather than welch?

Mandarin... Learn Mandarin.

Third option: Basque (Euskara)

If you are gonna learn a language it should be Spanish or Mandarin

Finnish, so you can sing like this.

I'd learn the language of my local Native American tribe, or Cajun French first.
Neither are practical uses of your time for day-to-day speech. However, it could prove useful in a historical sense later on down the road when there are even fewer native speakers.

This topic reminds me of a scene from Charlie Wilson's War.
