Equinox’s have a finger hole under the steering column, near the key, that will release the key when you push the safety plunger to the open position.

Not the hood, but VW Jetta wagons have an electronic rear hatch release. You can't open the rear hatch if the battery is dead or disconnected. That's the only situation like that that I've ever encountered.

Have somebody pull up on the hood while you pull the release lever.
Push down, not pull up.
Likely the hood latch is not releasing because it is under pressure from the hood trying to open.
Push down and it releases the friction and the latch pops open.

This reminds me of the video where the woman called 9-11 saying she was locked in her car because the car had no juice. She didn't know about the manual door opening option until the 911 operator told her about it.

In '83 or so I worked for a top 60 worldwide GM dealership. GM Auto Workers were threatening to go on strike for more pay/benefits that year.
We would find all kinds of intentional stuff going on with the cars. Loose screws, nuts, bolts, under the carpet throughout so that there rattles and squeak complaints out the wazoo from buyers (one guy found a hamburger patty under the front seat carpet). Spare tires that were slashed prior to transport to dealers. Bad paint, especially clear coats, in patterns, letters, almost (like someone tried to paint a word/words possibly in really weak thinner). Wheels would have only 3/5 of the lug nuts. No single vehicle was in top shape, all had something weird going on.

Dumbest are the cars whose door handles disappear into the body (like a range rover). When that battery dies how you gonna get into the car to pop the hood.

Smack the hood ala Fonzi on "Happy Days" and odds are it will pop up....mechanical, not electrical as far as I ever saw. They get wonky. If it ain't popping up the cable may also be broke...thats a pain if you can't get at the cable....
