The "plan" is to make a bunch of "safety requirements" that are so expensive and so hard to comply with that the Krewes call off the parades on their own. That way, she can say it wasn't her fault.

It is obvious what she is doing and has been for a long time. She is saying she is not cancelling Mardi Gras, but she is imposing rules that make it impossible for parades and balls to take place. She thinks this will make someone else and not her
look like the bad guy. She will say "I didn't cancel Mardi Gras, the Krewes did because they wouldn't follow the rules". She is passing the buck.
