It's a combination of things.
1. Games without fans feel weird. They are less exciting, less interesting for casual viewers.
2. Every sport competing with every other sport means people are going to focus more on their favorite. They are spread out normally for a reason.
3. The political grandstanding has certainly not helped. Most people want an escape from the madness that's going on in the world, not to be beat over the head with it.
4. Finally, interest in organized professional sports is shrinking heavily in the younger demo in the US, for many reasons.

A lot of the teams in the bubble were so boring to watch. Denver should have been out in the first round, the Rockets didn't even have a damn center on the team, and then we had a Portland team with Melo on it lol. All trash teams that had no chance of making it to the finals.

Wouldn’t that help the ratings since people are forced to watch on there own tv versus in large crowds.

Not much since they haven't been counted in the ratings, if anything it makes it look worse against last year's numbers when people were watching in bars.
ESPN has been complaining about away from home viewing (bars, prisons, hospitals, terminals) for 20 years.
In 2017 Nielsen started giving clients the away from home #s so they can sell the number to advertisers.

The entire playoffs have been aired in non-traditional months at non-traditional times in non-traditional locations. Got back to me about numbers for any sport in 2021.
