Well, the cop is certainly immature. "I'm a specimen"? We don't know what happened to precipitate the stop. If the cops stopped him for no reason then they are in the wrong, and I'm 100% with the driver. If the cops had a legitimate reason then the driver should have complied. And by "legitimate reason" I mean something rising above ten miles over the speed limit, because they would not have made me get out of the car for that. However, that cop still needs to be disciplined for handling it unprofessionally.

Wrong! That police officer behaved unprofessionally. If he had not hammed it up, and sounded like Colonel Jessup, he would have been fine. As it is, he will be fired.
ETA: Actually, I just saw it happened a year ago, so the officer probably survived this, but if it happened today he'd be gone.

No, but I've been pulled over for traffic violations, and they respectfully give me a ticket. They don't make me get out the car or cuff me.
Now, if he did not have a drivers license, then maybe they would.

Cop definitely is a power-hungry try hard. But he technically wasn't in the wrong here.
The black guy needs to realize, that no, he wasn't fighting the officers, but you don't have to fight a cop in order to be resisting. He says, "I am not resisting", then when the cop tries to grab his arm, he pulls away and says "don't touch me". That is resisting. When the cops have to ask you to step out the car numerous times. And each time you refuse. That is resisting.
So while the black guy was not being violent. He was definitely resisting.
