I bet you're one of those geniuses with an MBA who thought "You know, all they do is spend money in IT. Let's outsource it!" Then it gets outsourced to a company that uses H1-B visas to import people into the country willing to work for half the wage of an American. Then in three years your company is facing outages, security breaches, and is on the front page for being the next company to have had millions of customer data compromised. Why? Because that outsourcing company is able to get anyone off the street to say they have the manpower, lie about skillsets, and now your IT department is being handled by subpar talent.
Because that's what H1-B visas are mostly being used for.

Amazon and other Silicon Valley firms outright lie when they claim Americans cant do these jobs
The reason they want Indians and Arabs and East Asians is because those people will accept a lower pay rate

And I think the L-1 is even dumber. It can prevent people who have jobs here already from being able to return after one year. And forcing companies to have to hire someone new, for a job someone else is already doing isnt great. Especially because, yes, there are some jobs here that foreigners are more suited for performing. Particularly when it requires being a native speaker of a specific language and you are working with expats. Curious how this influences foreign companies from wanting to locate offices in the US

Similar to gas shortages in the 1970's. Shortage doesn't mean a lack of supply but a lack of people willing to work for the wages an Indian immigrant is.
Ronald Reagan removed Carter's gas price caps and prices dropped and long lines disappeared. Tech companies having to hire Americans just means they pay a fair wage for superior work. They got rich doing just that, so I think they'll be fine.
