The drive to the top of mount Evans outside of Denver is great. That road tops out at 12,100’+

I’d say million dollar highway. Hard to beat that stretch from Durango to Silverton.

I believe that title goes to Mount Evans, Colorado, at over 14k ft, also a beautiful drive

Hwy 84 through the Columbia River Gorge in Oregon
While those shots of the Columbia River Gorge are nice, it's not Highway 84, it's INTERSTATE-84 with the same basic grades, curves, and safety measures of a typical interstate highway.
None of those views you posted were taken along the interstate, which is basically river level and often shielded from any decent views by trees.
I-84 views are more like this:

Without repeating the many other good mentions, I'll add:
Stelvio Pass in Italy - was a lot of fun on a motorcycle and while I griped about the traffic it's probably good that it kept me from going faster than I did

I think Mt Evans is the highest paved road. Trail Ridge is the highest continuous paved road (since Mt Evans stops at the top of the mountain and you have to turn around and go back the same way).
Of the ones I've driven...
Hwy 12 in Utah through Red Canyon
I-70 across the San Rafael Swell in Utah
NC 12 from Whalebone to Hatteras in the OBX
US 34 up Big Thompson Canyon to Estes Park
Wyoming 130 from Centennial to Saratoga across the Medicine Bow mountains
US 129 from outside of Maryville, TN into north Georgia

It’s a gorgeous drive, except sometimes in the summer when the tourists are around....the drive down to Homer is excellent as well.

Ring of Kerry in Ireland is a must see. These are from last October

Correct. When you get to the parking lot, you can hike the last 100 or so feet to right about 14,260'.

My drive from Loch Lomond up to Inverness then back down to Edinburgh is my favorite drive of all I've taken.
Just checked 299 miles. Not my pics
Loch Lomond
Highland Cattle
Inverness
Highland Moor
Edinburgh

Picky, picky. Yes, I know. I used stock photos. Many of the other views posted by folks on this thread are of the area and not necessarily from their cars, as your pics were. I've driven the gorge a couple of times, and if you actually go up to the Vista House (or other lookouts) as opposed to the sign on the interstate for the exit to the Vista House (as you posted) you absolutely have views like the stock photos.
All that being said, here's my actual pic from the Vista House, along with a pic from my AirBnB across the river from INTERSTATE 84 for kicks.

The Great Ocean Road in Australia. The stretch that includes the Twelve Apostles is worth every mile.

US 395 in California. It starts in the desert and the goes along the Eastern Sierras. It’s a great drive to get to Mammoth Lake.

Kangamangus hwy in New Hampshire during the peak fall foliage is unbelievable. So colorful it looks like a fake backdrop. For pure natural beauty the Amalfi Coast.

Highway 93 next to Glacier National Park, Montana....and the Beartooth Pass on the Montana/Wyoming border has the most beautiful scenery I've ever had the pleasure of driving by. I wanted to take a picture of everything but soon realized that it was just better to soak it all in and enjoy the moment.

For the state of Washington the most scenic are:
North Cascades Hwy
Chinook Pass to Longmire (Mt. Rainier)
Mountain Loop Hwy in Snohomish County
Chuckanut Drive (views of the San Juan Islands)
SR14 through Columbia Gorge
