The White House acknowledged that some governors have already extended their current shelter in place orders, but added that others could be ready to open their states ahead of Trump’s previous target date of May 1.

Fauci and Birx having a heavy role is NOT good news - these were the same two who told Trump to shut down the whole country earlier this year as per Fauci's admission.

Prepare to be disappointed ... and be pleasantly surprised if I'm wrong.

The bar Fauci and Birx set was a flattened curve and hospitals not being overwhelmed.

Two points:

1. The curve is flattening.
2. Hospitals not overwhelmed.

Trump will crush them if they try to move the goalpost.

It probably means that the plan is based on a county by county analysis of each state. Some (most) counties will be able to reopen while hotspots remain closed.

If a new hotspot emerges, then it will undergo a focused shutdown without shutting the whole state down.

So what this does is build a wave of states that will domino to the point that the shelter in place orders will be forced to be tweaked from statewide to county by county.

It is real hard for one state to hold firm on its shutdown when others around them open. Public pressure will force this to become a more granular approach, which it should have been from the beginning.

I’m assuming it means that decisions can be made looking at very specific data. I’ll give a for instance.

A county with a population of 200,000 with 100 new cases in the last week where 60 of them are in nursing homes and prisons is in a much different position than a county with a population of 5,000 with 100 new cases where none of them are in a confined setting.

I suspect the guidance will include a max number of people per square foot initially for restaurants. A good starting number would b 30 people per 1000 square foot. Those are good round numbers for about a 6 foot by 6 foot area for each person. Do that for 4 weeks and open up areas fully if they do well during that period.

Of course it's going to be difficult and some people won't listen. That has to be factored in the guidance. But most people will follow the guidance voluntarily.
