Lots of Congress are out of DC and in isolation.
The House can pass bills with a voice vote, used frequently to speed things up on procedural matters that are obvious.
However any single member can call for a roll call vote, where each member has to vote and the votes be counted.
When you do that, quorum rules kick in. A quorum is the minimum number of members that must be present to make a vote legitimate. For the House I believe I read it was 218.
He's planning on calling for a roll call vote, which is forcing a bunch of house members to return to DC to be present to actually vote in person.

A lot of us don't, but this is not the way to handle it. He knows it's going to pass. If he doesn't like it, he can vote "no" instead of forcing all 400 members to fly back to D.C. for more negotiations.

Very little in life, especially political life is perfect. This bill needs to be done, period. The malaise part of the bill can be discussed and learned from at a later time, we don't have time to wait now.
