Do you pretend to be a lawyer, then google what you are arguing about? The first vote would be of unanimous consent, according to Roberts Rules of Order and House rules. A single member can object to a voice vote at that time. You can then only successfully record a vote with a quorum present.
So when Massie objects, he is objecting to the voice vote. And if a quorum hadn't flown back to be there, then you don't have the numbers to override his objection to a voice vote, which is what you are babbling on about.
So we don't even get to your possible 1/5th BS, until Massie has successfully been overridden.

I don't know what to tell you.
If the rule was as you portray it, there would not be any representatives rushing back to DC.
They must return to DC in order to create a quorum, which would then let them have a formal vote (as opposed to passage by unanimous consent).. They cannot vote without a quorum, and they must be present to create one.
They just voted. Massie voted no, and the bill passed over his opposition on simple voice vote. They DID NOT hold a vote on individual yeah/nay OR electronic record vote, BECAUSE Massie did not have the support of 1/5 of the quorum in order to FORCE those individual votes AND could NOT force those votes on his own.
I hate to say “I told you so, but ...”

Matters as to which no opposition is expected are normally placed upon the Unanimous Consent Calendar. Absent formal objection by a member within a specified time, they are passed WITHOUT a vote. If a Member objects, THEN the legislation must go through the voting process (establishing a quorum, etcetera).
Look, I spent a Session as a legislative aide in the Texas Senate. I know this stuff better than you.

Virus wasn’t their fault.

Yea, I went back and re-read your posts.
You was right baw. Crow eaten. The effect was the same—there was no point in him forcing them all to come back. But I was wrong regarding the procedures.
I beg your forgiveness

I feel like I screwed you up in that regard. Apparently this morning I was failing at reading rules.

Does anybody really think these people in CONgress read the bill and know exactly what is going on? Looks like another Obamacare but worse. Just shove a bunch of bullshite together overnight and tell the public, we saved the world with 2.2 trillion dollars.
If you even get the "check", it is apparently an advancement against 2020 tax refunds. So if you make more than $150,000 in 2020 as married filing joint, you will have a tax liability to pay some or all of it back when you file in a year.

I dislike Trump intensely, but I actually agree with you far more often than I disagree with you.
And even those with whom you often DO disagree can occasionally know things that you do not know. It never hurts to set aside your preconceptions and to evaluate a different analysis from an unbiased perspective.
