If all he would get is in school suspension and not be able to walk in graduation, then there is no need for him to cut it.
As long as he passes his classes and meet the requirements to graduate, then I don't think he technically even needs a copy of his diploma.
Some friend of mine who were a year ahead of me in HS. During their graduation they all decided to dance and do stupid shite when they went across stage and did a bunch of shite they were told not to. The school withheld their diploma and told them they would have to go to school and apologize in order to get it.
I think some went apologize, but the people I am still close to today, they graduated from college and have good jobs.
If his hair isn't having a negative impact on anyone then the school should worry about other shite. Let him deal with it when he gets in the real world where whatever he does might or might not accept it.

I went to a school that enforced different standards for hair for girls and boys. It was silly then and it's silly now.

You're right.
It has to do with this kid being totally compliant when he left for Christmas break and upon return being told that he has to cut his hair even though it was styles in compliance with the new rule.

This is all so stupid. Why would you change this rule mid-year? Why would you have this rule at all?
If his hair blocks other kids who sit behind him from seeing the board, then put the kid in the last row.
Schools have enough problems. Why create new ones?
