When the rule gets put in place in the middle of the school it’s seems like it’s targeting specific students.

Assuming that there is nothing else to this story it's high school graduation. How is it an accomplishment to graduate high school?

In 2017, Barber Hills also had a kindergartener who was put out of school for refusing to cut his hair. Jabez Oates has long, slightly curly hair that is almost to his elbows. His mother claims it is a native american cultural thing and that she will not cut his hair.

I dont see what the ultimate outcome of his case was. I would be interested in hearing if he had to cut his hair or what happened if he didnt.
