Our glorious POTUS makes rule change that could remove over 3M from food stamps

That's a good start. He also needs to work on the fraud end of the program, along with the fraud in the disability arena. That's where people were encouraged to apply under Obama when their unemployment benefits ran out.

If Trump wants to completely ruffle the feathers of the dependence class he could order a review of all Americans under 62 on long term disability. I would guess a few million Americans would be told it's time to go to work now.
