It also helped that there were already extant businesses like hotels and restaurants built along the river. All they needed to do was create new entrances to their buildings on the back/river side, along with seating areas.

I see I’m already late to the part where people are calling the SA Riverwalk boring and overrated.
They serve booze and have good food. It draws a shitload of tourists and their money. It’s good for the local economy.
Why the hell would BR do something like that?

Don't believe those bible thumpers would have the saw clout they used to.
Just do what I recommended in the post above to prevent the "loiterers" and it would work I think.

I could see Baton Rouge getting a RiverWalk marketplace area like New Orleans. But not a RiverWalk like San Antonio.

San Antonio: ~1.5 Million
Baton Rouge: ~225,000
It needs to be sustainable for years to be able to build up the reputation and draw from the visitors.
Also, the airport and tourist industry needs to be there to support it. Where is BR's tourist industry outside of LSU sports? BR does not have a Six Flags or a Sea World. Or, God forbid, a loop.

Baton Rouge cannot correct the flooding problems it currently has, much less using one of the established waterways it already uses to receive runoff. Terrible idea.
