We'd have gone to Rwanda during our Kenya/Tanzania trip, but we didn't have time.
Congo was considered unsafe for tourists, especially westerners. Rwanda (Fossey's locale) is safe but with limited availability, and is relatively expensive. Uganda was considered safe, but a bit downscale in cost, convenience and facilities c/w Rwanda.
Even though Uganda was close to us, IIRC it was going to take a couple of days on bad roads, or what sounded to be a fairly ify plane trek to get to the parks there. Nonetheless, it was obvious they were making a push for tours.
I believe since then they've worked to coordinate safari industry with Kenya, and improved safe transport. Ugandan ecotourism accounts for a couple billion dollars and 7-8% of GDP. It's enough that I'll bet the perps are tracked down and dealt with very harshly when they're caught.

Well, the liberals are more than welcome to visit there. As far as ransom, LOL, they would have to offer us a ransom to take them back and I for one would say hell no.

I see American tourists do all sorts of stupid things, and stupid things happen.
Recently a single chick in a bathing suit hopped in a car with three individuals described in the press as "strong back rastafarians"...and you can deduce the rest of the story. Do you think this idiot would jump in a car with those guys in Atlanta, NO, Miami, no but she is on vacation and its just a bunch of fun loving locals.
