Pretty sure that wasn’t McCain, as the diagram of the ship showed him much closer to the end of the flight deck where the missile hit.
The missile fired due to an electrical short connected to a workaround done to the planes. Specifically, a safeguard was bypassed due to pilots complaining that the missiles wouldn’t fire under certain circumstances in combat IIRC.

What set the rocket off? Was it the fact McCain was screwing around and did a wet start of his engine to scare his friend? Could wet starting the engine cause enough of a bang to set off a missle or scare another pilot? And is wet starting an engine protocol for pilots?

The electrical surge caused one of the four 5-inch Mk-32 Zuni unguided rockets in a pod on external stores station 2 (port inboard station) to fire.[12] The rocket was later determined to be missing the rocket safety pin, allowing the rocket to launch.[10] The rocket flew about 100 feet (30 m) across the flight deck, likely severing the arm of a crewman, and ruptured a 400 US gallons (1,500 l; 330 imp gal) wing-mounted external fuel tank on a Skyhawk from VA-46 awaiting launch.[1][16][6]:34, 93

Can an explosion cause a shortage, I'd say most probably. The question is did McCain follow protocol, and if not did he get a pass because of his father?

I'm not claiming he isn't responsible for any of the other incidents listed, especially the ones where was the pilot, but it sounds as if the fire is solely the fault of the power surge and whoever pulled the safety pin.

direct eye witnesses to the incident claim, and the video did not support that argument, and that the bombs dropped because he had a hissy fit waiting in line to take off and got out of his plane, accidentally dropping his payload in the process and setting off the fuel spilled by the misfired rocket.
