What does the phrase “aim small, miss small” mean?

If you are aiming for the barn, you might miss the barn. If you are aiming for the door on the barn, you will hit the barn.

Aim precisely, so when you miss you still hit the larger target.

As everyone else said; you aim for the man and miss, you miss the man. You aim for a button on the man's shirt and miss the button, you hit the man.

Don’t aim at the soldiers. Aim at the button on their coat or something small. Or it could even mean, don’t aim at the group of soldiers, pick one to aim at.

If a sniper aims for the eyesocket and misses by an inch, it's still a head shot and likely a kill.
