BATON ROUGE, La. (AP) — Lawmakers in the Louisiana House are having trouble bridging the same divides that left two previous special sessions this year without a tax deal, disagreeing about fractions of a penny.
As the House returns Friday for further negotiations, lawmakers are wondering if this third special session called by Gov. John Bel Edwards will end with the same inaction as the first.
Republican House Speaker Taylor Barras urged lawmakers Thursday night to continue tax talks, to try to break the stalemate. “I don’t think it’s any secret to anyone in the building, we are at an extreme deadlock,” he said.
Steep budget cuts will hit college campuses, the TOPS tuition program, public safety services, district attorneys, sheriffs, state parks, state-run public schools and education programs in July if lawmakers don’t agree to additional taxes. Louisiana’s social services agency says the food stamp program will be eliminated.
“What we need is movement from the two corners,” Barras told lawmakers. “No one has budged in the last three days.”
I don't know how you can call this anything other than a failure of leadership on Barras' part. The dude is just weak. Throwing his hands up instead of rolling his sleeves up. (I recognize that some of you "no compromise ever" types probably relish having a weak speaker.)

Hell they can't get an IDEA through, much less real (yeah I know) legislation

Barras is where he is because JBE tried a power play and failed.
Trying to demand a Dem be Speaker despite a Republican majority was a fricking stupid move.

1/3 of a cent is a compromise, Dems can take it or leave it. Until the state constitution is revised, tax increases each yr will never be enough.

1/3 gives the state the exact same amount of tax revenue as last year. Edwards wants more this year so there are no budget issues during the Governor's election next year...

A big part of the problem is the asinine way we estimate revenue. Many are saying the REC is far too conservative with its projections of the price of oil, and on projections of economic growth.

I’ve posted in another thread that the past legislatures only allowed healthcare and education to be cut because the effects would actually be felt and no politician would have the gumption to ever dare and try to cut these services. This would effectively ensure the state budget always increases significantly faster than it should and also ensure pet projects and familial government contracts are always funded.
Guess what, people see through the thin curtain and want actual budget reform. We were talking about a less than 10% reduction in budget. A 10% decrease in funding would not be disastrous for anyone and would allow the state to actually work on state compromises.
Instead we have a state that still holds onto he vestiges of Huey P Long (an out-right liar and socialist) and Edwin Edwards (an out right Felin who stole millions of $ from Louisianians) as our political role models and a legislature full of tax and spend politicians who outright lie about what they will do once in BR.
The only way to save this state is to abolish protected spending, let everything be on the table for cuts, and have a government that actually has options other than raising taxes or defunding hospitals and colleges.

I'm happy with the standoff.
Cuts to TOPS and SNAP are overdue.

1/3 of a cent is the damn compromise. JBE wants it all but you wouldn’t know that reading his mouthpiece rags the Advocate and the Picayune

Well, it's actually not. No Republican has ever come out and said they want zero. Their starting point was the third.
Everyone has lined up behind Paula Davis (hot) .4

Pretty weird that we keep have midyear deficits so often lately then

I don’t think the issue is the amount of revenue forecast nearly as much as the actual costs of this shite in the budget.

if the majority wants Zero, 1/3 is more than that. I am hoping conservatives hold their ground, but I not counting on it.There will be a behind doors deal and the taxpayers lose again.

They passed the largest budget is state history and it’s still not enough money for them. That should tell everyone what they need to know about our state govt

In the end, this is all about Medicaid.
Because they can't cut that, they end up cutting stuff that matters to people.

agree. that and the fact that we apparently can't really find what we supposedly want to cut, but don't want to pay for shite either
