I mean, that's sort of what they do for forest fires. I don't want them relying on that method in my neighborhood, when a house around the block is on fire, though.

Seems like they are just paramedics, we don't need an engine and full crew at each location. Just a couple guys who respond in an ambulance and if a structure is on fire they just evacuate and call a main fire crew. So it takes an extra 15 mins for them to get there, smoke damage, soot, etc ruins everything anyway.
This math is hokey as frick. You're looking at damages incurred, not damages avoided.
Also completely ignores the other benefits that they provide, like saving people from fires.

I would say the waste in money is due to sending too many people and vehicles out to calls. In many places, if you cut yourself with a knife in the kitchen and call 911, they send police, ambulance, and fire truck. The fire truck is definitely not needed on that call.

They're called first responders for a reason. Plus depending on the type of call, they don't always send the truck on those calls. If the Expedition/Suburban vehicle is available, they use that.

Fire retardant. Not fire proof. It's purpose is to make it more difficult for a fire to start. It can help to dampen the spread at the very beginning, when the fire isn't super hot yet. Which means it gives firefighters just enough time to get there before things get out of hand. Once that fire gets hot enough, that stuff does nothing.
