Does anybody work for a company whose HR department is not completely useless?

I just started a new job Monday and my manager and I are having to fight tooth and nail with HR over everything.
First they mixed up my I-9 with another new hire and that created a huge headache.
They promised they’d have me a computer on my first day. It’s day 3 and still no sign of the ticket being even opened.
I was told I could park in the garage with a temporary pass with no problems. I go to my car today with a ticket slapped on the windshield. HR’s excuse is that they accidentally issued a day permit instead of a weeklong one.
These people could screw up an orgy.
Does anyone’s HR department actually do anything besides ensure the work environment is completely liberalized and snowflaked?

It amazed me how inefficient our HR dept is... it's not a big company... literally one location and we have a 4 person HR department that can't correctly do anything

HR. Is supposed to be support staff! It is far from that in most job settings!

This is what I learned about my HR. They want you to fix your own problems. They're just as lazy as anybody other dept. and don't want more work.

Hey, I'm not defending the usefulness of hr, but it pays her well so I'm all for it.
I, however, have never sought anything from HR in almost 7 years so I really don't care how incompetent they generally are.

What pisses me off the most is how they make up/ignore rules as it suits their situation at the moment, then then hide behind them as if they are iron clad shields.
Actually no, what pisses me off the most is how little accountability they have for fricked up performance such as taking 6 months to fill a position when they have already eligible candidates they plan to hire internally.
In the past couple of months I moved in a position that warrants an office, even though my responsibilities keep me mostly on the floor.
And even listening to a couple of hours a day of their innane self righteous chatter sends my blood boiling.

When we were part of a larger organization with 1,500 USA employees, our HR department also caused me a lot of headaches as I had to work closely with them as the Controller of one of our mid-sized legal entities.
We now only have 40 USA employees and 25 in Canada but have one full-time HR Manager. It's much better now and makes my life easier. Our HR department is only one person but adds a lot of value to the organization.

anytime i need a "go to" example for bureaucracy in the private world, i go to HR
luckily i've always worked in small offices or for myself so i've never had to deal with one, but hearing stories from friends makes my blood boil. HR literally is the epitome of "create conflict so you can then act like you solved the conflict" behavior

I got laid off from a company and the HR couldn't answer basic questions about my severance package.The company had big lay offs in previous years and this guy should be familiar with the process. His assistant was able to help me. And guess what the assistant got laid off two weeks after me. I just laughed when old co-workers told me.

Even when I work with them as outside counsel, they still find a way to draw me into their nebulous world of stupid shite
"Hey Pettifogger, my boss told me you needed _________. Can you fill out this form and then register for this platform and then call me and I can set up your training so you can view this 3 page PDF. Do you have time to skype at 3 about registering for the platform?"

No, but I use to work for an engineering firm that also had a recruiting department and the recruiting and HR department use to fight with each other over who should do what. The recruiting department was doing HRs job because they thought that all hires should go through the recruiting department first, even if they didn't recruit a new hire. So it became a huge cluster frick because HR would sometimes tell people to go deal with the recruiting department then the recruiting department would tell people "go to HR, we are not dealing with that.

ours has a person who is almost solely dedicated to payroll which is done through APS. I alter and approve all time cards before she sees them...can;t imagine how much she could possibly have left to do after that, and yet she is somehow always overwhelmed
